"Thou shalt not steal" is pretty clear.
It's interesting to contemplate. There are times people can be excused for breaking the law in certain instances in Judaism, but these particular Christians accept the whole New Testament as the new law, which certainly states to obey earthly rulers; and also to love your neighbor as yourself.

Then I guess it is fair game to visit that church and steal their hymnals?
